Karosta is a surreal place. Everything there has a unique and strange atmosphere: the ruins of the constructions of the port and the fortress on the sea shore, the red brick buildings that stand witness to the naval history of the town, the grey blocks of flats, unfinished or still uninhabited, the golden domes of the church, the colourful metal garages, the surreal cows on the sea shore and in the yards. The waves breaking on the artillery battery seem to be a unique phenomenon. Its laconic shape was chosen as the basic unit for transformation. The entrance, windows and roof are the main points of access for movement. The past assumes a new life and a new quality, and may become a local landmark. The new building of the cultural centre is linked to the Church of St Nicholas by a new axis, creating a self-contained area, and possibly a new centre for the town. The block of flats between them is left untouched, as an inherent part of the identity of the location.
